Introduction<\/h3>\n<p style=\"text-align: justify;\">The research strategy of the University of Agricultural Sciences and Veterinary Medicine of Cluj-Napoca is designed in compliance with the Rector\u2019s management plan for 2024-2029 and closely implements the main aims of the national strategy for research, development and innovation as well as the provisions specified in the European Research Strategy.<\/p>\n<p style=\"text-align: justify;\">Scientific research is an essential condition for academic education, an important funding resource for equipment purchase, at the same time assuring the academic staff education, continuous training and prestige. It also supports PhD study programmes, the development of regional and national economic and social environment. In addition, it makes academic education well-known abroad. Funded research activity is acknowledged by scientific publications that showcase the creativity and innovation of the active research programmes.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Taking into account the marked importance of scientific production in the latest evaluations and classifications, be them individual-, group-, study programme- or institution-related, all members of the academic community need to fulfill these requirements. The university funding system in use also takes into account this criterion. Moreover, international scientific visibility quantified in the number of articles and citations in scientific impact factor journals is an eligibility criterion for all contests. Scientific research activity yielding positive results and supported by scientific publications is an important aim of every academic community.<\/p>\n<p style=\"text-align: justify;\">The scientific research activity of UASVM Cluj-Napoca relies on all the three major components of the research-development-innovation activity:<\/p>\n<ul style=\"text-align: justify;\">\n<li>fundamental and applied research,<\/li>\n<li>development resulted from experiments (products, services, innovative technologies) and<\/li>\n<li>innovation (assuring service, product and innovative technology transfer into the socio-economic environment).<\/li>\n<\/ul>\n<p><strong>Strategic Aims<\/strong><\/p>\n<p style=\"text-align: justify;\">The strategic aims of the 2024-2029 UASVM CN research-development-innovation activities are defined as follows:<\/p>\n<ol style=\"text-align: justify;\">\n<li>Including UASVM Cluj-Napoca in the category of Romanian universities characterised by excellency potential, international visibility and international impact. Thus, UASVM Cluj-Napoca should be listed in international rankings <em>via<\/em> research results and services meant to help develop the socio-economic environment.<\/li>\n<li>Employing the competency and highly specialised expertise capital <em>via<\/em> the development of services designed for the socio-economic environment.<\/li>\n<li>Extending current collaborations and\/or initiating new collaborations with other academic institutions and business networks, representative of their specific fields of activity, at international levels, with the aim of increasing the university competitive potential on a continuously shifting scientific market.<\/li>\n<li>Assuring the necessary context to support the members of the academic and research staff of UASVM Cluj-Napoca so as to make the results of their scientific work known at national and international levels.<\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><strong>Specific Objectives and Strategies<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Objective 1 (Publishing)<\/strong><\/p>\n<p style=\"text-align: justify;\">Increasing the quality and the number of scientific research papers, patent certificates, participation in national and international scientific events. Increasing the quality and visibility of The UASVM Cluj-Napoca International Conference \u201cLife Sciences for Sustainable Development\u201dand the Students\u2019 Symposium.<\/p>\n<p style=\"text-align: justify;\">Specific strategies:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Focusing on internationally acknowledged results through\n<ul>\n<li>a) scientific publications (articles\/books) in Web of Sciences, Scopus journals;<\/li>\n<li>b) participation in well-known conferences listed in reference databases;<\/li>\n<li>c) patent certificates.<\/li>\n<\/ul>\n<\/li>\n<li>Redefining publishing policies in the case of UASVM Cluj-Napoca bulletins so as to be included in Scopus, Web of Science.<\/li>\n<li>Assuring unlimited online access to specialised literature.<\/li>\n<li>Maintaining the objective of 1,5 ISI publications\/ member of the academic staff, researcher\/year until 2029.<\/li>\n<li>Maintaining financial support for the members of the academic and research staff for publishing ISI articles in quartile Q1 or Q2 (WoS).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Objective 2 (Consolidation)<\/strong><\/p>\n<p style=\"text-align: justify;\">Identifying and supporting strategic research fields meant to provide both advantages for UASVM Cluj-Napoca at national and international levels and publications with high scientific impact. The specific research fields of UASVM CN will be strengthened and new research fields will be defined according to the&nbsp; smart specialisation directions supported by the European Research Strategy.<\/p>\n<p style=\"text-align: justify;\">Specific strategies:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Identifying excellency fields pertaining to the members of the UASVM CN academic staff in compliance with internal self-assessment. For the UASVM Cluj-Napoca, the following aspects are identified in compliance with the last 5-year reports: excellency research fields, achievement research fields and research fields in the process of consolidation.<\/li>\n<li>Listing research themes in the case of laboratories, research centres and units, in compliance with the specific research staff expertise.<\/li>\n<li>Supporting UASVM CN research excellency fields that correspond to international research trends.<\/li>\n<li>Defining new research fields along specific smart specialisation lines.<\/li>\n<li>Better involvement of students in scientific research groups and in scientific contract-based research, as well as in subject-related specialised services as to improve both theoretical factual knowledge and lab diagnosis and research techniques.<\/li>\n<li>offering financial support to students that get significantly involved in contract-based service and research activities in compliance with current field-related legislation.<\/li>\n<li>Increasing the visibility of university coordinated publications and editing new publications in collaboration with different scientific institutions.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Objective 3 (Human Resources)<\/strong><\/p>\n<p style=\"text-align: justify;\">Attracting nationally and internationally recognized members of the research staff, especially <em>via<\/em> partnership contracts with specialists from the international community, as well as increasing the number of the research staff and certifying their status in the faculty community are the main aims related to the human resources objective.<\/p>\n<p style=\"text-align: justify;\">Specific strategies:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Offering financial support to members of the academic and research staff in order to attend European specialised training;<\/li>\n<li>Offering financial rewards to staff providing services and consultancy by allotting a quantum of money added to their salary income in the case of internal research projects or&nbsp; as support for various independent activities (for instance, mobilities, scientific event participation fees);<\/li>\n<li>Highlighting and rewarding the members of the academic and research staff that successfully publish their research work and thus increase the assessment results of the faculty study programmes and of the university itself;<\/li>\n<li>Participation in national and international scientific events, with original research articles or as conference moderator, guest lecturer or member of the scientific board;<\/li>\n<li>Improving collaboration research work in the case of research teams belonging to different faculties of the same university;<\/li>\n<li>Instructing academic and auxiliary staff on how to use the purchased equipment or the equipment in the process of being purchased;<\/li>\n<li>Supporting current lab and research centres, founding new research centres and accrediting them as certified excellency centres;<\/li>\n<li>Stimulating researcher employment on fixed\/long term contracts, in compliance with the resources generated by research grants;<\/li>\n<li>Signing partnership contracts with public figures running research activities abroad and integrating them in the UASVM CN research staff;<\/li>\n<li>Employing a recruitment system for UASVM CN student candidates displaying research specific abilities.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Objective 4 (Services)<\/strong><\/p>\n<p style=\"text-align: justify;\">Identifying UASVM CN research activities that are economically important in order to create research environments able to offer consultancy and research services to external partners.<\/p>\n<p style=\"text-align: justify;\">Specific strategies:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Bringing research and consultancy services up-to-date at the level of each lab\/centre\/institute;<\/li>\n<li>Listing the equipment belonging to the research institutes, centres, labs and units;<\/li>\n<li>Designing and printing a brochure including the list of field-specialised services and their corresponding network distribution within the business environment;<\/li>\n<li>Installing and\/or operating specific functional labs providing analytical services to multiple users;<\/li>\n<li>Intensifying the communication between the university and the economic environment in order to facilitate further efficient interactions;<\/li>\n<li>Increasing the number of CDI partnership contracts and improving the technological transfer towards the private sector;<\/li>\n<li>Benefitting from the research results by applying an entrepreneurial perspective (for instance, selling patent certificates, accessing national research programmes and research exploitation programmes such as POC and other European financing programmes). Establishing CTT-Biotech and CTT-Compac infrastructures fully support this objective.<\/li>\n<li>Attracting private research grants.<\/li>\n<li>Invention and innovation activities at UASVM Cluj-Napoca<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Invention is a solution or a technical rendering in a field of knowledge which is new and progressive in relation to what has been known up to the respective moment. Invention and \u201cinnovation\u201d are two distinct concepts. Invention is represented by creating a new configuration, component structure or matter, device or process. Invention is the first manifestation of a new idea (concept) for a new product or process, while innovation is the first commercial use of a new idea.<\/p>\n<p style=\"text-align: justify;\">&nbsp;Innovation is generally considered the main engine of economic growth within the larger frame of global economy. Innovation is \u201cthe global process of technological and commercial creativity, the transfer of a new idea or concept up to the final stage of a new product, process or service activity accepted on the market\u201d (OECD).<\/p>\n<p style=\"text-align: justify;\">The UASMV Cluj-Napoca innovations are classified as follows:<\/p>\n<ul style=\"text-align: justify;\">\n<li>product innovations (for instance, significant improvement of technical specification, components and materials) and<\/li>\n<li>process innovations (for instance, new production or technological flux procedures).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The UASVM Cluj-Napoca, through specific research directions, is directly interested in promoting the inventions resulted from research-development activities. In order to identify the UASVM Cluj-Napoca inventions, the procedure established by the university Centre for Technological Transfer will be used. The activity of promoting inventions will be done on the specific university research web page as well as by employing other modern or classical dissemination methods.<\/p>\n<p><strong>Services delivered to community<\/strong><\/p>\n<p style=\"text-align: justify;\">The UASVM Cluj-Napoca is focused both on offering services to purely entrepreneurial perspective beneficiaries and on offering innovative services to the community in such a manner as to transform inventions into innovations<\/p>\n<p style=\"text-align: justify;\">Research units (labs, centres, institutes) will present analysis\/consultancy offers in compliance with the procedure established by the Board for Research-Development-Innovation.<\/p>\n<p style=\"text-align: justify;\">The UASVM Cluj-Napoca Centres for Technological Transfer&nbsp;will present the patent certificates with innovative potential and will support the efficient implementation of innovative services in the community.<\/p>\n<p><strong>Research financing in the UASVM Cluj-Napoca<\/strong><\/p>\n<p style=\"text-align: justify;\">The research financing sources in the UASVM Cluj-Napoca are the following:<\/p>\n<ul style=\"text-align: justify;\">\n<li>National and international research grants<\/li>\n<li>Research-consultancy contracts<\/li>\n<li>Delivering services to community<\/li>\n<li>Internal resources established at university level from research project budgets and quality indexes financing.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">In compliance with current resolutions of the UASVM Cluj-Napoca Executive Board and Senate 20% of the research project budget is returned to project directors\/coordinators. These regulations are further supported by the current strategy.<\/p>\n<p><strong>Conclusions<\/strong><\/p>\n<p style=\"text-align: justify;\">The current strategy draws the main research directions in the UASVM Cluj-Napoca.
